Norman LaRocque – Asian Development Bank, Senior Education Specialist

Norman LaRocque is a Principal Education Specialist with the Southeast Asia Department of the ADB. His work focuses on preparing loans and providing technical assistance to ADB’s developing member countries in Southeast Asia. Since joining ADB, he has prepared the Strengthening Technical and Vocational Education and Training Project in the Lao People’s Democratic Republic ($24.8 million, approved July 2010) and the University of Science and Technology of Ha Noi Development [New Model University] Project in Viet Nam ($213 million, approved April 2011). He prepared the senior high school support program ($300 million, approved December 2014), a results-based loan supporting the preparation and implementation of the K to 12 education reform in the Philippines.

Norman is currently preparing a $40 million higher education loan to Lao People’s Democratic Republic. He has also prepared several technical assistance projects, including one relating to the development of public-private partnerships in the health sector in Thailand, and one supporting Teach for the Philippines. His sector work focuses on innovative finance and delivery mechanisms in education, private higher education, student loans, and public-private partnerships in the education sector.
